- Bring milk to a boil in a heavy-bottomed pan, stirring frequently.
- Add soaked and drained rice. Reduce heat to low.
- Simmer for 40-45 minutes, stirring occasionally, until rice is very soft and milk thickens.
- Add sugar and crushed cardamom. Stir well.
- Add saffron milk and mix.
- Cook for another 5 minutes until sugar dissolves.
- Remove from heat. Add rose water if using.
- Garnish with nuts and raisins. Serve warm or chilled.
